เรื่อง ขอแจ้งข้อมูลช่องทางการทำรายการรับ-จ่ายเงินสำหรับการซื้อขายหลักทรัพย์ เรียน ลูกค้าผู้มีอุปการคุณทุกท่าน สิ่งที่ส่งมาด้วย 1. สำเนาประกาศสมาคมบริษัทหลักทรัพย์ไทย ที่ กส. 1/2556 เรื่อง หลักเกณฑ์ และวิธีการเกี่ยวกับการซื้อขายหลักทรัพย์ด้วยเงินสด ลงวันที่ 29 กรกฎาคม 2556 2. สำเนาจดหมายของบริษัทหลักทรัพย์ไทยพาณิชย์ จำกัด ที่ ปก.580433 เรื่อง การกำหนดช่องทางการรับเงินจากลูกค้าแบบ Bill Payment ตามที่ตลาดหลักทรัพย์แห่งประเทศไทยได้กำหนดให้สมาคมบริษัทหลักทรัพย์ไทย (ASCO) กำหนดหลักเกณฑ์วิธีการชำระราคาค่าซื้อขายหลักทรัพย์และช่องทางการรับเงินจากลูกค้าของบริษัทหลักทรัพย์ เพื่อให้การปฏิบัติงานของบริษัทหลักทรัพย์ทุกแห่งในการรับเงินจากลูกค้าบุคคลธรรมดาหรือคณะบุคคลดำเนินไปอย่างมีประสิทธิภาพและเหมาะสม ซึ่งต่อมาสมาคมบริษัทหลักทรัพย์ไทย (ASCO) ได้มีการกำหนดแนวทางการปฏิบัติดังกล่าวเพื่อให้บริษัทหลักทรัพย์ต่าง ๆ ได้นำไปใช้เป็นแนวทางการปฏิบัติต่อไป ในการนี้ บริษัทหลักทรัพย์ไทยพาณิชย์ จำกัด (บริษัทฯ) จึงขอเรียนแจ้งถึงวิธีการชำระราคาค่าซื้อขายหลักทรัพย์และช่องทางการรับ-จ่ายเงินกับบริษัทฯ ดังนี้ (1) เพื่อให้เป็นไปตามประกาศของสมาคมบริษัทหลักทรัพย์ไทย ที่ กส. 1/2556 เรื่อง หลักเกณฑ์ และวิธีการเกี่ยวกับการซื้อขายหลักทรัพย์ด้วยเงินสด (ดังมีรายละเอียดปรากฏตามสิ่งที่ส่งมาด้วย 1) สำหรับการชำระราคาค่าซื้อขายหลักทรัพย์ของบริษัทฯ จะเป็นดังนี้ กรณีที่เป็นลูกค้านิติบุคคล บริษัทฯ จะรับชำระค่าซื้อขายหลักทรัพย์ผ่านเพียงช่องทางดังต่อไปนี้เท่านั้น คือ (ก) โอนเงินด้วยระบบอัตโนมัติ (ATS: Automatic Transfer System) หรือ (ข) โอนเงินผ่านบัญชีแคชบาลานซ์ของลูกค้า (Cash Balance) ที่ได้ขอเปิดใช้บริการไว้กับบริษัทฯ หรือ (ค) จ่ายเป็นเช็คขีดคร่อมระบุเข้าบัญชีของบริษัทฯ ทั้งนี้ ในกรณีที่บริษัทฯ จำเป็นจะต้องมีการชำระค่าขายหลักทรัพย์ให้แก่ลูกค้าด้วยเช็ค ทางบริษัทฯ จะชำระเป็นเช็คขีดคร่อมระบุเข้าบัญชีของลูกค้า กรณีที่เป็นลูกค้าบุคคลธรรมดา บริษัทฯ จะรับชำระค่าซื้อขายหลักทรัพย์ผ่านเพียงช่องทางดังต่อไปนี้เท่านั้น คือ (ก) โอนเงินด้วยระบบอัตโนมัติ (ATS: Automatic Transfer System) หรือ (ข) โอนเงินผ่านบัญชีแคชบาลานซ์ของลูกค้า (Cash Balance) ที่ลูกค้าได้ขอเปิดใช้บริการไว้กับบริษัทฯ (2) สำหรับการโอนเงินเพื่อฝากเข้าเป็นหลักประกันในการซื้อขายหลักทรัพย์และสัญญาซื้อขายล่วงหน้า (อนุพันธ์) หรือธุรกรรมอื่นใดกับบริษัทฯ (นอกเหนือจากการชำระราคาค่าซื้อขายหลักทรัพย์ตามข้อ (1) ข้างต้น) บริษัทฯ จะรับชำระเงินผ่านระบบ Bill Payment ตามช่องทางที่ได้เคยแจ้งให้ทราบแล้วในหนังสือของบริษัทฯ ฉบับลงวันที่ 30 ธันวาคม 2558 ที่ส่งถึงลูกค้าทุกท่านแล้วเท่านั้น (ดังมีรายละเอียดปรากฏตามสิ่งที่ส่งมาด้วย 2) นอกจากนี้ เพื่อเป็นการป้องกันความเสี่ยงที่อาจมีต่อทรัพย์สินของลูกค้า และเพื่อให้เป็นไปตามข้อแนะนำของสำนักงานคณะกรรมการกำกับหลักทรัพย์และตลาดหลักทรัพย์เรื่องการป้องกันความเสียหายต่อทรัพย์สินของลูกค้า บริษัทฯ ใคร่ขอเรียนแจ้งว่า ในการรับ-จ่ายเงินทุกประเภทกับบริษัทฯ ทางบริษัทฯ จะดำเนินการผ่านบัญชีของบริษัทฯ โดยตรงเท่านั้น ทั้งนี้ บริษัทฯ ไม่มีนโยบายที่จะให้ผู้ดูแลบัญชีหรือพนักงานของบริษัทฯ คนใด หรือบุคคลอื่นใด เก็บหรือรับเงินจากลูกค้า ไม่ว่าในกรณีใด ๆ ทั้งสิ้น อนึ่ง หากลูกค้าท่านใดประสงค์จะสอบถามข้อมูลเพิ่มเติม กรุณาติดต่อ SCBS Call Center หมายเลขโทรศัพท์ 0-2949-1999 จึงเรียนมาเพื่อทราบ และบริษัทฯ ขอขอบพระคุณเป็นอย่างสูงที่ท่านได้กรุณาให้ความไว้วางใจในบริษัทฯ ด้วยดีเสมอมา ขอแสดงความนับถือ บริษัทหลักทรัพย์ไทยพาณิชย์ จำกัด |

A copy of the Letter of SCB Securities Company Limited No. PorGor. 580433 re: Establishment of bill payment as a channel for receiving customers payments (with translation) The Stock Exchange of Thailand has required the Association of Thai Securities Companies (ASCO) to establish rules and procedures for payments relating to securities trading and channels for receiving payments from customers of securities companies, in order to ensure efficiency of operations of all securities companies relating to the receipts of payments from their individual and group customers. In response, ASCO has established guidelines on this matter for compliance by securities companies. Therefore, SCB Securities Company Limited (SCBS) would like to inform you of the payment procedures relating to securities trading and channels for receipt of payments and payments relating to securities trading as follows: (1) Pursuant to the Notification of the ASCO No. GorSor. 1/2556 re: Rules and procedures concerning securities trading in cash (attached as Enclosure 1), procedures for payments relating to securities trading will be as follows: For juristic person customers SCBS will only accept payments for securities purchases through the following channels: (a) ATS: automatic transfer system; (b) funds transfer through the customers designated cash balance account with SCBS; or (c) a cheque marked account payee only for deposit with SCBSs account. For making payments to customers for securities sale proceeds by cheque, SCBS will issue a cheque, marked account payee only for deposit to the customers account. For natural person customers SCBS will only accept payments relating to securities purchases through the following channels: (a) ATS: automatic transfer system; or (b) funds transfer through the customers designated cash balance account with SCBS. (2) For the purpose of transferring funds to be used as collateral for securities and derivatives trading, or for any other transactions with SCBS (other than payments relating to securities purchases in (1) above), SCBS will accept payments via the system of bill payment as already notified to customers in SCBSs Letter dated 30 December 2015 (attached as Enclosure 2). Moreover, to protect customers property against risks and comply with the recommendations of the Office of the Securities and Exchange Commission on that subject matter, SCBS wishes to inform customers that all payment transactions with SCBS must only be made directly to the accounts of SCBS. It is not SCBSs policy to allow any custodians, staff members of SCB, or any other persons, to collect or accept payments from customers under any circumstances.
